
Important Notice on Temporary Surge Pricing Cap

For Customers (Passengers)
To help ensure fair and reasonable fares, the LTFRB has implemented a temporary cap on surge pricing for all Transport Network Vehicle Services (TNVS), including ride-hailing apps.
What this means for you
- Surge pricing is temporarily reduced and capped
- Fares will remain more predictable and transparent, even during peak hours
How fares are computed during this period
Your total fare may include:
- Flag-down fare
- Distance-based fare (per kilometer)
- Time-based fare (per minute of travel)
- Surge price, subject to a capped limit
Important:
The surge portion cannot exceed the combined cost of distance fare and travel time fare.
When is this effective?
- December 20, 2025 to January 4, 2026
- This is a temporary measure while the LTFRB reviews the TNVS fare structure
A clear fare breakdown will continue to be shown in the app so passengers understand how fares are calculated.
Important Notice on Surge Pricing (For Drivers)
In compliance with LTFRB Memorandum Circular No. 2025-056, a temporary surge pricing cap is now in effect for all TNVS trips.
What drivers need to know
- Surge pricing is still allowed, but is now capped
- The surge amount cannot exceed:
Distance-based fare + Time-based fare
- No service fee, share, or commission will be collected from the surge portion during this period
Example (simplified)
If a trip has:
- Distance fare: ₱75
- Time fare: ₱20
The maximum allowable surge is ₱95.
What’s changing in the app
- Fare computation has been updated to enforce the surge cap
- Drivers will see a clear fare breakdown, including surge
- This applies to all TNVS vehicle types nationwide
Effectivity
- December 20, 2025 to January 4, 2026
- Surge pricing will return to its previous rules unless extended by the LTFRB
Failure to comply with the surge pricing cap may result in penalties under existing LTFRB rules, including suspension or cancellation of accreditation.
